Welcome to the Tahua Huanga Ora (Māori Outcomes Fund) Expression of Interest.
The Māori Outcomes Fund is Auckland Council’s dedicated fund to advance Māori wellbeing in Tāmaki Makaurau.
The fund supports strategic initiatives that contribute to the outcomes in Tāmaki Ora – Auckland Council’s Māori Outcomes Strategy (2025–2027).
For the 2025–2027 investment period, initiatives aligned with Iwi Ora, Marae Ora and, Te Hapori Ora are prioritised. Strong initiatives aligned with other Tāmaki Ora outcomes may also be considered.
What the fund supports
The Māori Outcomes Fund is a strategic co-investment fund and is not designed as a small grants programme.
Initiatives supported by the fund typically:
• align with one or more Tāmaki Ora outcomes
• demonstrate measurable benefits for Māori communities
• reflect Māori-led design, governance or delivery, or strong partnership
• improve equitable outcomes for Māori
• contribute to long-term impact or systemic change
Funding may support initiatives involving:
• Māori leadership and governance
• community and cultural initiatives
• environmental restoration and kaitiakitanga
• economic development and innovation
• housing aspirations and future wellbeing
• climate leadership and resilience
The fund is intended to complement existing council budgets and other funding sources, rather than duplicate them.
Who can apply
The Māori Outcomes Fund is available to:
• Mana whenua entities recognised by Auckland Council
• Mātāwaka organisations that are Māori-led and active in Tāmaki Makaurau
Applications must be submitted by a mana whenua or mātāwaka organisation.
Other organisations may participate as partners but cannot submit an application themselves.
What the fund will not support
The Māori Outcomes Fund will not fund:
• activities already funded through Auckland Council operational budgets
• debt servicing or repayment
• expenses that have already been incurred
• legal costs
• political or religious activities
• physical works before required consents have been obtained
Funding scale
As a guide:
• Minimum request: $10,000
• Initiatives may be funded for up to 2–3 years
• Applicants are encouraged to seek co-investment from other funders

The Expression of Interest allows Auckland Council to:
• assess strategic alignment
• understand the initiative at a high level
• determine whether the proposal should proceed to a Full Proposal
Submitting an Expression of Interest does not guarantee funding.
Applicants whose initiatives meet the criteria may be invited to submit a Full Proposal.

Before submitting an Expression of Interest, applicants are encouraged to discuss their initiative with Ngā Mātārae staff.
Expressions of Interest can be submitted at any time during the year.
Applicants will be contacted within 10 working days of submitting their Expression of Interest.
